ZHL Consulting is dedicated to helping schools in South West China to increase their capacity to identify and support all students toward academic success. The goal of our data-driven programs, partners and dedicated staff is to provide schools with an evidence-based, holistic, school-specific approach to student support through our partner assessments, consultation services and after school programs.
Using the “whole school”, “Whole-Child” approach and comprehensive needs assessments, we develop systems for each school and provide a tailor-made student support solution that builds organizational competence, confidence and professional development in line with your school’s success agenda.
Program Director
Noel Roberts
Mr. Roberts is from Tampa Florida, USA, and has worked in China for sixteen years. He has completed his undergraduate studies in Community Psychology, and graduate studies in Social Work. Noel has a Certificate in Addiction Studies from Harvard Medical School, a Certificate in Special Needs Support from the College of Teachers in London, and an International TESOL Certificate. He is also an active member of the American School Counselors Association.
Noel has over 40 years in education as a school mental health counselor. He has worked in New York City (NYC) Public Schools, and provided Direct Service and Substance Abuse Counseling in their auxiliary services division. Noel has done Non-Profit Program Development, Writing and Managing grants for The NYC Administration for Children’s Services, NYC Family Court, NYC Department of Juvenile Justice, and the NYC Mayor’s Office.
Noel’s Areas of Expertise Include:
Overall Case Management and Oversight of Support Services, Whole-school Student Support Systems Development, Community-Based School Counseling Initiatives, and Working with Parents and Schools to Provide Student Behavior Plan’s and I.E.P.’s.

Dr. Kristie Craigen
Dr. Craigen held management positions for almost two decades and is a psychometric testing and program development specialist with almost 15 years assessment experience in clinical, educational and organizational contexts. Early in her professional career, the nature of her corporate responsibilities led to the development of a keen interest in and a deep understanding of the psychometric instruments associated with employee selection and development. After the birth of her two children, she built on her hard-won learning and development expertise to support her own love of learning and on-going skills upgrade, this time into the field of clinical psychology.
While her postgraduate research focused on exploring the efficacy of various psychometric testing instruments, her work now focuses on the assessment and evaluation of children and adolescents who are experiencing behavioral, emotional and/or academic difficulties, usually in the presence of comorbid conditions such as familial dysfunction, substance abuse, and/or psychological issues. In addition to working closely with teachers and learning support staff in dozens of schools across Hong Kong, Southern China and Mongolia and administering and producing literally thousands of comprehensive psychoeducational assessments over the course of her career, she attained undergraduate, masters’ (GPA 3.807) and doctoral (GPA 3.745) level qualifications in clinical psychology from universities located in Australia, Hong Kong and the United States.
Dr. Craigen is a firm believer in giving back to the community she serves. She is currently the President of the Psychotherapy Society Hong Kong. She also developed a successful positive youth development program for a well-known NGO which continues to feature at many international English-medium and local schools across Hong Kong.
Stacey Bex, M.Ed., Ed.S., NCS
Stacey is a Nationally Certified School Psychologist with more than 10 years of experience working with students, educators, and families to increase student success. Stacey earned her Bachelor of Science degree from St. Mary-of-the-Woods College. She earned both her Master of Education and Education Specialist degrees from Indiana State University.
Stacey worked as a School Psychologist in school districts in Georgia and Indiana before opening her own practice, Ambition Education and Behavior. Stacey currently works with schools, students, and families across the United States.

While working with students of all backgrounds, Stacey specializes in Autism, Behavior and Social/Emotional Learning. Stacey currently provides psycho-educational assessment, parent/teacher training, behavior analysis, as well as academic and behavior intervention planning and support.
Ms. Hilda Man
Ms. Man has been a speech and language pathologist in the United States for nearly 40 years. Being ethnically Chinese, she understands the different demands of Chinese and American cultures and has provided professional guidance to Chinese immigrant families in the San Francisco Bay Area. Over the years, she has delivered training and workshops to parents and professionals in the Chinese American community on topics such as language development, second language acquisition, and best practices in language learning. She is frequently invited to speak at schools, universities, and professional organizations in the Bay Area, and has taught in the postgraduate program at San Jose State University.
Hilda’s professional journey led her to work in a variety of settings, including public and private schools from preschool to the university level, educational support programs, home-health and rehabilitation hospitals, and private practices. She provided personalized individual and group rehabilitation services in and out of the classroom for clients ages 2 to adult with disorders in receptive and expressive language, articulation, voice, fluency, executive functioning, and social thinking, as well as autistic disorder, emotional and behavior disorders, language-based learning disabilities, and accented English. She also conducted co-teaching and teacher consultations regarding best practices for helping students access the curriculum.
During the past four years, Hilda worked at Keystone Academy in Beijing, China as a Language and Learning Specialist. She provided language and learning support to students who presented with various learning needs. Additionally, she worked with teachers, specialists, and parents to destigmatize learning differences. Hilda ardently believes that every student can succeed if provided with the proper strategies.
Dr. Jeremy H. Greenberg
Dr. Greenberg worked at The Children’s Institute of Hong Kong as Director from 2009-2022. He also worked with The Harbour School as a consultant and on its Senior Management Team. In his previous position, he served as Educational Coordinator at the Manhattan Children’s Center in New York, New York, USA where he has retained his role on the faculty advisory committee.
In 2010, Dr. Greenberg founded the Hong Kong Association for Behavior Analysis where he has served as President and other Board positions. In 2012 Dr. Greenberg established the first Verified Course Sequence from the Behavior Analysis Certification Board Inc. & Qualified Applied Behavior Analysis Credentialing Board here in Hong Kong. He has supervised over 200 teachers who have gone on to become Board Certified Behavior Analysts. He presents annually at the International Association for Behavior Analysis Convention where he has been a member since 1993.
Throughout his work in the field, Jeremy has worked as a special educator, supervisor, administrator, and behavior analyst where he has effectively and efficiently provided teacher training and consultation to both public and private schools in New York and New Jersey. Dr. Greenberg’s professional certifications include Board Certified Behavior Analyst, New York State Education Department Permanent Special Education, School District Administrator, and Supervisor and Administrator of Schools. Dr. Greenberg earned three Masters’ degrees in special education and his doctorate in Special Education Applied Behavior Analysis from Teachers College Columbia University after earning a Bachelors of Arts in Psychology. Dr. Greenberg has multiple publications in professional and international journals in fields of applied behavior analysis and education. He has served on editorial boards of professional journals such as Global Educational Review, Behavioral Development Bulletin, and other Behavior Analysis Online Journals. Dr. Greenberg has been an invited as a lecturer in Hong Kong Polytechnic University and has presented research at local conferences around Hong Kong. His research areas of interest include verbal behavior, teacher training, cost benefit analysis, and systems management of behavior analysis applied to schools.
